Vermont Statewide Rule
Vermont has no statewide rent control and no cap on rent increases. No statute preempts local rent control. Because Vermont follows Dillon's Rule, a municipality can adopt rent control only through a charter change approved by local voters and then enacted by the Legislature and signed by the Governor. No Vermont city currently operates an active rent-control ordinance.
