Virginia Rules for Above-Ground Pools Statewide

Under 13VAC5-63, the USBC defines a pool subject to barrier rules as any pool with a water depth of 24 inches or more. Above-ground pools meeting that depth must have either a complying 48-inch barrier or use the pool wall itself as a barrier provided the wall is at least 48 inches tall and any access ladder is removable, secured, or surrounded by a compliant barrier. Building permits are required for above-ground pools above the threshold depth. Local interpretations are bound by these statewide standards.
