Wyoming Plastic Bag Local Authority Status

Wyoming statutes do not prohibit plastic carryout bags and do not preempt local governments from enacting plastic bag policies. Some Wyoming municipalities, such as Jackson and Cheyenne, have adopted bag fees or bans, while most communities permit free distribution. Retailers must still comply with general waste, recycling, and litter laws administered by the Wyoming Department of Environmental Quality. The state generally favors voluntary recycling and consumer education over mandates.

Where local bag ordinances exist, retailers may face fines for noncompliance under municipal code, typically starting at $50 to $250 per violation; absent local rules, plastic bag distribution is unregulated.
