Push carts and trailer-style carts must have approved smooth non-absorbent surfaces, hot and cold holding, three-compartment sinks or single-compartment with prep sink depending on menu, handwash station with potable water, and waste tanks sized appropriately. Every cart must be associated with an approved commissary kitchen for overnight storage, cleaning, and waste disposal — the commissary letter is part of the permit application. LVMC Title 6 adds the business license, insurance, and sidewalk vendor permit layer. Non-food merchandise carts — jewelry, novelties, flowers — skip the Health District permit but still need Las Vegas business license and, for sidewalk operation, a vendor permit. Carts must meet ADA 48-inch sidewalk clearance. Signage must be attached to the cart, not posted separately on the sidewalk. Carts may not be left unattended in public right-of-way overnight. Electrical generators attached to carts trigger Title 10 noise limits.
