Spring Hill, FL Swimming Pools & Spas: Pool Permits (2026)

All proposed new construction and modifications to existing pools in Spring Hill require approval from the Hernando County Building Division at 789 Providence Blvd., Brooksville, FL 34601, (352) 754-4050. A 'swimming pool' for permit purposes is any structure intended for swimming or recreational bathing containing water more than 24 inches deep, including inground, aboveground, and onground pools, hot tubs, and nonportable spas. Applicable codes include the 8th Edition (2023) Florida Building Code Residential Chapter 45 (Private Swimming Pools), Sections R4501.17 through R4501.17.3; the 2020 National Electrical Code Article 680 (bonding, GFCI); Florida Statute Chapter 515 (Residential Swimming Pool Safety Act); and the Hernando County Code. Submittal typically requires manufacturer specifications (for aboveground), site plan showing pool location and setbacks from property lines and structures, pool plans, electrical plans, septic-system plan (Spring Hill has many lots on septic - the pool must clear the drainfield setback), proof of property ownership, owner authorization (if owner-build), and a Notice of Commencement recorded with the Clerk of Court if the project value exceeds $2,500 (Florida Statute 713.135). Applications may be submitted in person at 789 Providence Blvd. or through the County's Tyler/EnerGov self-service portal at https://hernandocountyfl-energovweb.tylerhost.net. The pool barrier (FBC R4501.17) is reviewed as part of the pool permit. A separate electrical permit and final inspection (305-Electric Final / pool final) are required - GFCI protection on the pool circuit, equipotential bonding, the GFCI receptacle at least 10 feet from the inside wall of the pool, and no extension cords (per NEC Article 680).
