Unlike larger California cities such as Los Angeles (10 percent) or San Francisco (25 percent), Fresno has not enacted a separate parking tax on commercial parking lots and garages. Operators downtown and near Fresno State pay only standard business taxes under FMC Chapter 7. The future Fresno High-Speed Rail station downtown could prompt revenue discussions. State sales tax applies to parking only in limited circumstances. Hotel valet parking included in room charges is captured under the 12 percent TOT instead.
Operators who fail to hold business tax certificates or misclassify revenue can face Finance Department audits, penalty assessments, and certificate revocation.
