Strip resort parking is purely a market product β MGM Resorts ended decades of free self-parking in April 2016, and most major operators followed, although several (Wynn, Treasure Island, parts of Caesars Rewards tiers) waive fees for higher-tier loyalty members and locals with Nevada IDs at certain hours. The City of Las Vegas runs the Parking Services Division operating downtown garages and meters; revenues fund the program and downtown redevelopment but are not classified as a tax. Sales tax does apply to the parking fee itself.
