Honolulu does not have a single stand-alone tree replacement ordinance. Replacement obligations for designated exceptional trees are imposed through the protective regulations in Revised Ordinances of Honolulu Chapter 40, Article 8 and associated Department of Parks and Recreation rules. For trees in the public right-of-way, replacement conditions are attached to permits authorized by Β§10-1.4. Landscaping replacement for new development is separately handled through Land Use Ordinance landscaping provisions in Chapter 21.
Failure to meet replacement conditions can trigger permit revocation, civil fines, and orders to install substitute plantings.
