Pasco LDC §603.5 requires 1:1 to 3:1 tree replacement when permitted trees are removed. Minimum 2 inch caliper Florida-friendly species. Fee-in-lieu paid to Pasco County Tree Bank when on-site planting infeasible.
Pasco County LDC §603.5 (Mitigation) requires replacement planting for permitted tree removals. Standard ratios: 1:1 for Protected trees (4-12 inch DBH), 2:1 for Grand trees (12-24 inch DBH), and 3:1 for Specimen trees (24 inch+ DBH). Replacement trees must be a minimum 2 inch caliper at planting and selected from the Pasco County Approved Tree List — preferring native Florida-friendly species like live oak, southern magnolia, dahoon holly, bald cypress, and cabbage palm. Invasive species (Brazilian pepper, melaleuca, Chinese tallow, camphor) are prohibited per FL §581.091. Replacement must be on the same parcel when space allows. Fee-in-lieu of $150-$400 per inch of required replacement goes to the Pasco Tree Bank for public plantings. A 1-year establishment warranty is required.
Failure to replace: $250-$1,000 per required tree under LDC §603.6. Unpaid fee-in-lieu: lien on property. Planting invasive species: rejection, re-planting required at owner expense.
