Adopted to support Climate Positive 2040, the Urban Forest Action Plan analyzes canopy cover by neighborhood and channels planting budgets toward low-canopy west-side and Inland Port-adjacent areas. The plan uses heat-island mapping, social vulnerability indexes, and PM2.5 data to set priorities. Free street-tree giveaway programs, such as TreeUtah and the city's TreesForSLC events, distribute species suited to Wasatch climate. The plan complements Title 15.16 enforcement by ensuring that tree-replacement dollars flow to communities most affected by canopy loss and worst summer temperatures.
This is a planning document rather than a fineable rule. Title 15.16 enforcement still applies to tree removal everywhere, and equity analysis informs where replacement plantings are sited.
