The county's Healthy Yards initiative encourages property owners to shrink lawn area, plant natives, and stop using cosmetic pesticides. Rebate amounts and eligibility vary by village; Bedford, Mount Pleasant, and Pleasantville have piloted programs through their conservation advisory councils. Rain-garden installation in stormwater priority areas can qualify for cost-share through county MS4 funding. Replacing turf does not require a permit unless the project disturbs more than 5,000 square feet or involves a regulated wetland buffer.
There are no penalties for retaining a turf lawn. However, illegal grading or wetland-buffer disturbance during a turf-replacement project can trigger violations under village wetland and steep-slope ordinances.
