Wilmington does NOT charge a general ADU impact fee, school impact fee, transportation impact fee, or parks-and-recreation impact fee. Costs include: (1) Building permit fees through City of Wilmington Inspections (calculated on construction valuation); (2) Electrical, plumbing, and mechanical permit fees (each separate); (3) Plan-review fees; (4) Zoning compliance/LDC review fee with Wilmington Development Services; (5) CFPUA water and sewer System Development Fees under NCGS 162A-205 if a new connection is established - these can be substantial (several thousand dollars depending on meter size and capacity); (6) CAMA minor-permit fee through the NC Division of Coastal Management if the property is in an Area of Environmental Concern. If the ADU shares utilities with the principal dwelling, CFPUA SDFs generally do not apply. New Hanover County Schools does not charge a school impact fee within Wilmington city limits.
Failure to pay permit fees prevents permit issuance. Unpaid CFPUA SDFs prevent service connection. Bypassing CAMA permitting in an AEC carries enforcement penalties from the NC Division of Coastal Management. No specific 'impact fee violation' exists since no general impact fee is charged.
