Wilmington, NC Fence Regulations: Height Limits (2026)

Sec. 18-554(d) sets the height ladder for fences, walls and screens in residential zoning districts, outside locally designated historic districts and historic overlay districts. Front yards are capped at four feet, but the board of adjustment can grant a variance up to six feet for front yards next to thoroughfares defined in the city's Technical Standards and Specifications Manual. To get that variance, the fence has to be set back at least half the required front yard setback for the district, or 15 feet, whichever is greater, and at least 50 percent of the fence area above four feet has to stay open so people can see through it from one side to the other. Side and rear yards get a flat eight-foot maximum with no variance needed.

A handful of citywide rules apply on top of the height ladder. No open wire fence that could injure someone on casual contact, like barbed wire, is allowed below six feet in any district, though chain link and similar open wire fencing can go up anywhere. Chain link, woven wire, and electric or barbed wire fences are barred from front yards altogether except on bona fide farms, utility substations and government facilities, and fences built from exposed concrete block, tires, junk or other discarded material are prohibited outright. Height is measured from the average undisturbed grade of the adjacent property, and every fence has to be installed with its finished side facing neighboring properties and the street, kept upright and free of broken parts.
