Most business licensing is revenue dressed as regulation: register, pay by receipts or headcount, renew. The real regulation is elsewhere, in trade-specific chapters where pawn shops report transactions daily, tow operators post rates, massage establishments carry permits, and vendors work inside spacing rules.

The home version gets its own frame. A home occupation is legal nearly everywhere and invisible by design, capped in floor area, stripped of signage, starved of customer traffic, with vehicle repair barred almost universally. A state license, where one exists, adds to all of this rather than replacing it.
