Federal law fixed 21 as the purchase age everywhere, and the states that permit local action let cities climb from that floor: retail licenses with density caps, flavored-product restrictions, smoke-free rules extending into parks, patios, and apartment buildings.
Vaping was absorbed by definition. Write "tobacco product" to include e-cigarettes and the vape shop needs the same license and obeys the same indoor bans as the tobacconist. Whether any of this is possible locally depends, as always, on what the state allows.
