The standards come from above, the enforcement from city hall.

Trash is the genuinely municipal member of the family. Franchise or open market, cart hours and screening, bulky-item scheduling, and dumping fines that dwarf everything else in the chapter: all of it local, all of it enforced, and none of it traceable to Washington.
