Ask who enforces the leash law before asking what it says, because in a large share of cities the answer is the county, ordinance and officers both. Municipal animal law concentrates on keeping: pets per household, hens without roosters, minimum lot sizes for anything with hooves.

On the rural edge, the state has already ruled. Right-to-farm statutes shield established operations from the nuisance suits of newer neighbors, and county zoning decides where agriculture belongs. The smell of a lawful farm is not actionable, and some home closings come with a disclosure saying exactly that.
