Curb law is allocation. None of it reaches the driveway, where zoning takes over with surface and storage rules of its own.
Two enforcement systems run in parallel and do not talk to each other. Parking enforcement writes tickets at the curb under one chapter, code enforcement cites the yard under another, and the same vehicle can offend both in a single afternoon.
