Street vending went from criminal to licensed in a remarkable hurry, led by states that decriminalized sidewalk vending and told their cities to regulate instead. The resulting ordinances read differently from the old ones: cart standards, spacing from doorways and corners, hours, and vending-free zones that must be justified by objective safety concerns, because "we prefer not" no longer survives review.
