Business Licensing & Operations

Adult entertainment, massage, tattoo, tobacco retail, secondhand dealer, and pawnbroker licensing and zoning.

The general business license is a tax in costume: register, pay by receipts or headcount, renew. Regulation, as opposed to revenue, lives in the special chapters, where massage establishments, secondhand dealers, tow operators, and mobile vendors face permits, background checks, and reporting duties built for each trade.

Those chapters are policy in miniature. Transaction reporting makes stolen goods traceable through pawn shops; spacing rules keep certain uses apart; operating conditions can exceed anything the state license requires. The state and local layers add, never substitute.
