Eaves may project up to 2 feet into an interior yard and 5 feet into the front yard under EC 9.6745.
Eugene Code Chapter 9 (Land Use Code) governs carports as accessory structures. Table 9.2750 (Residential Zone Development Standards) and the special standards at EC 9.2751 set the dimensional rules for residential zones R-1, R-2, R-3 and R-4. In R-1 the frontmost support post of a carport, like a garage door, must be set back at least 18 feet from the front property line, measured through the centerline of the driveway from the front lot line to the post. Interior side and rear setbacks are 5 feet for accessory structures. Eaves and similar architectural projections may extend up to 2 feet into an interior yard setback and up to 5 feet into the front yard setback under EC 9.6745. The 18-foot driveway-centerline rule keeps a parked vehicle from overhanging the public sidewalk or right-of-way. Eugene's Permits and Information Center publishes a Carport Packet (Form GI-324) summarizing these standards plus structural and posting requirements for the building permit. A building permit through Eugene's Building and Permit Services is required for any carport over the size and span thresholds in the Oregon Residential Specialty Code. Eugene's general fence-material prohibition on chain link and polypropylene/plastic does not apply to carport posts and roofs, but enclosure walls would have to use approved materials. Carports must also fit within the lot's overall accessory-structure coverage and impervious surface limits set in Table 9.2750 for the underlying zone.
Building a carport that violates the 18-foot driveway-centerline setback, the 5-foot interior side setback, or the lot-coverage cap in Table 9.2750, or that is built without the required Building and Permit Services permit, is enforceable under EC Chapter 9 and the Oregon Residential Specialty Code. Code Compliance can issue stop-work orders and require relocation, modification, or removal at the owner's expense.
