Tiny home rules in Collier County, FL β covering tiny houses on wheels (THOWs), park model RVs, and tiny home on foundation builds β determine where they are legal and how they get permitted.
Collier County has no dedicated tiny-home ordinance. A tiny house on a foundation must meet its zoning district's minimum dwelling floor area and the Florida Building Code. A tiny home on wheels is treated as an RV, allowed only in TTRVC parks, not a permanent residence.
There is no tiny-home category in the Collier County LDC. A site-built or modular tiny home is regulated like any single-family dwelling: LDC 4.02.01 sets minimum floor areas by district (for example, 1,000 square feet in the Estates and RSF-3 districts), and it must meet the district's setbacks and the Florida Building Code. A movable tiny house on wheels is classified as a recreational vehicle or park model; RVs may not be used as permanent dwellings on residential lots and are limited to the Travel Trailer-Recreational Vehicle Campground (TTRVC) district. A guesthouse under LDC 5.03.03 is a separate path but cannot be rented.
Living in an RV or unpermitted tiny structure on a residential lot is a code-enforcement violation; the county can require removal and assess daily fines under Florida Statutes Chapter 162.
