Overcrowding that causes suffering is prosecuted under Colorado's cruelty statute, C.R.S. 18-9-202, which covers depriving animals of necessary sustenance, housing them so as to cause chronic or repeated serious physical harm, or otherwise neglecting them. Aggravated or repeat cruelty can be charged as a felony. Report suspected hoarding to the Weld County Sheriff or NOCO Humane.
Exceeding the dog/pet limits is a Class 2 petty offense or zoning violation. Serious neglect or overcrowding is cruelty to animals under C.R.S. 18-9-202, a misdemeanor rising to a felony for aggravated or repeat cruelty.
