Ohio was once the only state to label pit bulls vicious by breed, but 2012's House Bill 14 replaced that with a behavior-based system. Today ORC 955.11 defines nuisance, dangerous, and vicious dogs by what the dog does, not its appearance. Lucas County Canine Care & Control and Toledo follow that framework, so no breed is automatically restricted. A dog that chases, injures, or kills can be designated dangerous or vicious and become subject to the confinement, muzzle, insurance, and registration duties in ORC 955.22.
There is no fine simply for owning a particular breed. Penalties attach only after a dog is designated dangerous or vicious and the owner fails to meet the resulting confinement and registration requirements.
