State preemption is clear and enforced. Homeowner insurance carriers, HOAs, and some Suffolk rental landlords may still restrict breeds contractually, but no Suffolk town or the county can enact a breed ban. Dangerous dog hearings must prove behavior (unprovoked attack, serious injury) regardless of breed. Suffolk County SPCA investigates cruelty cases.
