Kootenai County's animal control code treats cats leniently. Cats are expressly excepted from the running-at-large and impoundment rules that apply to dogs and other domestic animals, so free-roaming cats are not routinely impounded.
The at-large and impoundment provisions of Title 5, Chapter 1 apply to domestic animals "with the exception of cats." Under Code 5.1.114 ("Impoundment of Animals"), domestic animals other than cats found running at large may be impounded; cats found at large are not impounded on that basis alone. Cats can still be impounded if they constitute a public nuisance or a danger to the public. There is no county cat-leash law and no county cat license. Cities within the county may impose their own cat rules.
Cats are not impounded merely for being at large. A cat that becomes a public nuisance or danger can be impounded under 5.1.114; general nuisance abatement may apply.
