Collier County Code sec. 14-48 requires every livestock owner to build and maintain a fence strong enough to confine their animals. Letting livestock run at large on roads, rights-of-way, or another person's property is a violation. Horses must carry a current negative Coggins (EIA) test.
Sec. 14-48 requires a fence sufficiently strong to prevent egress of livestock; owners must repair or arrange confinement within 24 hours of contact from Domestic Animal Services or face a civil citation. Permitting livestock to run at large or stray onto public areas or another's private property is a chapter violation. All horses in or transported into the county must have a negative Coggins test conducted within the previous 12 months (foals under six months are exempt if accompanied by a tested dam). Livestock means equine, bovine, or swine, including sheep and goats.
Failure to fence or confine livestock, or letting them run at large, results in a civil citation under ch. 14. Horses lacking a current negative Coggins test may not be kept or transported.
