In Rogers, livestock such as goats are allowed by right only on A-1 (agricultural) zoned land. Other residential zones require an approved Conditional Use Permit to keep livestock. Swine of all types - including pot-belly and miniature pigs - are prohibited citywide.
Rogers restricts larger livestock primarily through zoning. Goats are allowed by right only on property zoned A-1 (agricultural). On any other residential zone, goats and other livestock are not permitted unless the owner obtains an approved Conditional Use Permit to keep livestock, which is applied for at City Hall. This means a typical single-family residential lot cannot keep goats, sheep, or similar animals without going through the conditional-use process. Swine are treated separately and more strictly: Rogers ordinance 6-256 provides that no person shall keep hogs within the city, and the city specifies this prohibition covers all types of hogs, including pot-belly pigs and miniature Juliana pigs. So pigs are banned outright regardless of size or whether they are kept as pets. Fowl are handled under the separate chicken/fowl rules - up to four female fowl with a permit in residential RSF zones, and unlimited female fowl on A-1 agricultural land. Anyone wanting to keep livestock on a non-agricultural lot should contact City Hall about the Conditional Use Permit process and verify their property's zoning classification before bringing animals onto the property.
Keeping goats or other livestock in a non-agricultural residential zone without an approved Conditional Use Permit, or keeping any hog/pig within the city in violation of ordinance 6-256, can lead to city enforcement requiring removal of the animals.
