Livestock is allowed in unincorporated Clackamas County's rural zones under the Zoning & Development Ordinance. On land zoned for farm or forest use, established livestock and farming practices are protected from nuisance and trespass claims by Oregon's Right to Farm law.
Under ZDO Section 316, livestock is a permitted use in the rural RA-1, RA-2, RR, RRFF-5, FF-10 and FU-10 districts (as a farm use in RA-2/RRFF-5/FF-10/FU-10 and as a livestock use in RA-1/RR), and Exclusive Farm Use (EFU) land under ZDO 401 allows commercial farm operations. Oregon's Right to Farm act (ORS 30.930-30.947) bars any local ordinance from declaring an accepted farm or livestock practice on farm/forest land a nuisance or trespass. 'Livestock' is defined by ORS 609.125 (and ORS 30.930) to include horses, cattle, llamas, alpacas, sheep, goats, swine and domesticated fowl. Standard urban residential lots and incorporated cities restrict or prohibit livestock.
