Under Tulsa Code Title 2 Chapter 6 (Livestock and Poultry), keeping horses, cattle, mules, sheep, goats, or swine within city limits is restricted to properties of at least 1 acre and in zoning districts that allow agricultural uses (primarily AG). Fence-out doctrine applies in designated herd-law counties. Bees are addressed separately under Title 2 Chapter 7; hives are permitted with registration and setbacks. Miniature goats and potbelly pigs may qualify as household pets rather than livestock in some cases, but the 1-acre rule generally controls.
Unlawful livestock keeping is a misdemeanor under Title 2 punishable by up to $500 fine and impoundment of the animals. Daily continuing violations accrue separately. State estray law imposes civil liability for damage caused by livestock at large.
