Tulsa Revised Ordinances Title 2 Chapter 6 and Oklahoma Statute §2-6 regulate livestock. Horses, cattle, sheep, goats, and swine are prohibited on lots under 1 acre in most residential districts. Backyard chickens are allowed (up to 6 hens, no roosters) on lots of any size with setback requirements. Agricultural (AG) zoning permits full livestock.
Under Tulsa Code Title 2 Chapter 6 (Livestock and Poultry), keeping horses, cattle, mules, sheep, goats, or swine within city limits is restricted to properties of at least 1 acre and in zoning districts that allow agricultural uses (primarily AG). Swine are additionally prohibited in most residential areas regardless of lot size. Tulsa's 2010 backyard chicken ordinance permits up to 6 hens per single-family lot; roosters are prohibited. Coops must be set back at least 15 feet from adjacent residences and maintained sanitary to prevent odor and rodent attraction. Slaughter of poultry or livestock on residential property is prohibited. Oklahoma Statute Title 2 §6 provides statewide livestock-estray laws governing animals running at large; owners may be liable for damage caused by escaped livestock. Fence-out doctrine applies in designated herd-law counties. Bees are addressed separately under Title 2 Chapter 7; hives are permitted with registration and setbacks. Miniature goats and potbelly pigs may qualify as household pets rather than livestock in some cases, but the 1-acre rule generally controls.
Unlawful livestock keeping is a misdemeanor under Title 2 punishable by up to $500 fine and impoundment of the animals. Daily continuing violations accrue separately. State estray law imposes civil liability for damage caused by livestock at large.
