Tulsa Title 51 (Building Code) and the Tulsa Zoning Code (Title 42) require a building permit for any retaining wall over 4 feet in height measured from the bottom of the footing to the top of the wall, or any wall of any height supporting a surcharge (slope, driveway, or structure above). Walls 4 feet or less and not supporting a surcharge are permit-exempt but must still meet zoning setback and drainage rules. Engineered design stamped by an Oklahoma-licensed engineer is required for walls over 4 feet.
Tulsa adopts the International Building Code (IBC) and International Residential Code (IRC) under Title 51. IRC Section R105.2 exempts retaining walls 4 feet or less in height from the bottom of footing to top of wall, provided they do not support a surcharge. Any wall supporting a sloped backfill, driveway, parking area, pool, or structure requires a permit regardless of height. Permitted walls require: (1) a site plan showing location, height, and drainage; (2) engineered drawings sealed by an Oklahoma-licensed professional engineer for walls over 4 feet; (3) a building permit through the Tulsa Permit Center; (4) inspections at footing and final stages. Tulsa Zoning Code Title 42 governs setback from property lines (typically 0 feet permitted, but cannot encroach on easements or public right-of-way). Walls must include weep holes or drainage system to prevent hydrostatic pressure. Within the regulatory floodplain along the Arkansas River and tributaries, additional review by Tulsa Floodplain Administration applies.
Unpermitted wall: stop-work order, permit fees doubled, and possible removal order. Walls causing drainage onto neighbor property may trigger civil liability. Failure to obtain engineered design for tall walls: removal at owner's expense if found unsafe.
