Travis County does not mandate microchipping countywide, but TCAS implants chips in every adopted animal and uses chip scans as the primary lost-pet reunification tool for unincorporated residents.
Every dog and cat leaving TCAS custody is microchipped before release. Owners must keep contact information current with the chip registry, since stale data is the top barrier to reunification. Many city of Austin neighborhoods inside the county follow Austin city rules requiring chips on licensed pets, but unincorporated Travis County imposes no separate mandate. Free chip clinics run periodically through Austin Pets Alive and Emancipet. ESD officers and TCSO deputies may scan strays in the field using shared TCAS scanners.
No county penalty, but unchipped strays held at TCAS face shorter hold periods and higher euthanasia or transfer risk before owners can claim them.
