Per Tulare County Ordinance Code section 4-07-4005 (Maximum Number of Adult Dogs; Licenses), 'the maximum number of Adult Dogs allowed on any Lot or Premises for any length of time without a kennel permit is four (4).' Above four adult dogs, the keeper must obtain a Commercial or non-Commercial Kennel Permit; the maximum number authorized under such permit 'shall be based on a combination of the number of animals allowed by the Special Use Permit issued by the County's Resource Management Agency and the minimum kennel standards requirements,' but in no case may it exceed 25 adult dogs. Permit application requirements (4-07-4008) include submitting a written animal-care plan reviewed and approved by a licensed veterinarian along with all applicable fees. Breeders are separately regulated under 4-07-4300. An 'Adult Dog' is generally a dog of licensing age (typically four months); puppies under that age do not count toward the four-dog cap.
Keeping five or more adult dogs without a kennel permit is a violation subject to administrative citations under section 4-07-2200 (up to $100 first offense, $200 second, $500 each subsequent within one year), plus possible impoundment of unlicensed dogs under section 4-07-5200.
