Michigan adopts the International Building Code through the Bureau of Construction Codes, and Grand Rapids enforces it via Title 5 and the Development Center. NFPA 13 sprinklers are required in new R-2 multi-family buildings over three stories or 8500 square feet, all new high-rises, hotels, and most assembly and mercantile uses over thresholds in IBC Chapter 9. Industrial sites including Steelcase plants and downtown breweries typically need NFPA 13 systems with hood and standpipe coverage. Annual inspection, central-station monitoring, and backflow testing through the city water department are required.
Operating without a required sprinkler system or failing inspection is a building-code violation with fines up to 500 dollars per day and possible certificate-of-occupancy revocation by GRFD or the building official.
