Mansfield enforces the 2021 International Property Maintenance Code, which requires owners and occupants to keep structures free of insects, rodents, and other pests. When infestations occur in multi-unit buildings, the owner is responsible for extermination. Section 302.4 requires properties to be kept free of accumulation of debris that harbors rats or mosquitoes. The city health and code enforcement staff may inspect for rodent evidence, mosquito breeding in standing water, and bed bug complaints in rental housing. Commercial pesticide applicators must be licensed under the Texas Structural Pest Control Act administered by the Texas Department of Agriculture. Homeowners may apply over-the-counter products consistent with label directions. Mansfield participates in Tarrant County vector surveillance for West Nile virus and may conduct targeted spraying during mosquito season.
