San Leandro Municipal Code Title 4 Chapter 4 (property maintenance) declares vermin, rodent, and insect infestations a public nuisance subject to abatement. Rental properties must meet State Housing Law (Health & Safety Code ยง17920.3) which lists infestation as substandard housing. Structural pest control operators must be licensed by the California Structural Pest Control Board. Alameda County Vector Control District provides free rodent and mosquito inspections for San Leandro residents.
Code enforcement may issue notice to abate. Failure to comply allows city to contract abatement and lien the property.
