San Leandro has no local leaf blower ordinance. State law - California AB 1346 (2021) and the California Air Resources Board's Small Off-Road Engine (SORE) regulation - bans the sale of new gas-powered leaf blowers in California for model year 2024 and later, but does not prohibit using existing equipment.
San Leandro Municipal Code Article 11 (Noise) does not name leaf blowers and contains no day-of-week or time-of-day rule specifically for landscaping equipment. Leaf blowers fall under the general 9:00 p.m.-8:00 a.m. quiet-hour rule in §4-1-1115(c) (engines and mechanical devices) and the §4-1-1110 'disturbing, excessive or offensive noise' standard. Homeowner property maintenance is exempt between 8:00 a.m. and 10:00 p.m. under §4-1-1120(d). At the state level, AB 1346 (Berman, 2021) directed CARB to require zero-emission standards for new Small Off-Road Engines (SORE) under 25 horsepower starting model year 2024. CARB's SORE regulation (17 CCR §2400-2409) implemented this rule: as of January 1, 2024, new gas-powered leaf blowers, lawn mowers, and string trimmers cannot be sold new in California. Existing CARB-compliant equipment may still legally be used and resold. Neighboring Alameda and Oakland have adopted local gas-leaf-blower bans; San Leandro has not.
No local leaf blower fine schedule exists. A leaf blower operated after 9:00 p.m. or before 8:00 a.m. violates §4-1-1115(c) and is abatable as a public nuisance under §4-1-1130. Sale of new non-compliant gas equipment is enforced by CARB at the dealer/manufacturer level, not against end users.
