San Leandro Municipal Code §4-1-1115(d) bans amplifiers, loudspeakers, phonographs, and electronic instruments in public streets, parks, and open areas between 10:00 p.m. and 9:00 a.m. §4-1-1115(e)(3) prohibits loudspeakers and public address systems between 10:00 p.m. and 8:00 a.m. elsewhere when they disturb neighbors.

Permitted special events under Chapter 4-20 of the Municipal Code are exempt, as are school athletic events, school bands, and outdoor entertainment events conducted between 7:00 a.m. and 10:00 p.m. (§4-1-1120(b)). If immediate compliance is impractical, applicants may seek up to a 6-month exception permit from the City Manager under §4-1-1125.
Violations of §4-1-1115(d) and (e) are declared a public nuisance under §4-1-1130 and abated under Chapter 1-12, including administrative citations and civil penalties. Operating amplified sound during the 10 p.m.-9 a.m. window in a park or public space is a clear-cut violation; outside those hours, officers apply the §4-1-1110 'disturbing, excessive or offensive' standard.
