They cannot be operated in a way that creates a noise disturbance across a residential property line and cannot exceed the §8.16.070 exterior limits, which are lower between 10 p.m. and 7 a.m.

New Rochelle bans leaf blowers outright from June 1 through September 30 every year under § 213-5.G(3). From October 1 to May 31, they may run only 8 a.m. to 5 p.m. weekdays and 10 a.m. to 5 p.m. on Saturdays and Sundays, with violations punishable by a fine up to $250 or 15 days in jail.
