California AB 1346 prohibited the sale of new gas-powered small off-road engines including leaf blowers and lawn mowers effective January 1, 2024. Existing gas-powered equipment may still be used in Anaheim within permitted noise hours. Leaf blower noise is subject to the general noise provisions of AMC Chapter 6.70 (60 dBA stationary source limit) and Chapter 6.73 (quiet hours 10 PMβ7 AM). Construction-related use during 7 AMβ7 PM is exempt from the 60 dBA limit. The South Coast Air Quality Management District (SCAQMD) has long restricted gas-powered blower emissions in the region. Electric and battery-powered alternatives produce lower noise levels and are encouraged by both state and local policies. Commercial landscaping operations must comply with all noise standards while using powered equipment.
