During these hours, any noise source — including voices, music, mechanical equipment, vehicles, and animals — that is plainly audible at or beyond the property line of a residential property and that would disturb a person of ordinary sensitivity constitutes a violation. The ordinance does not require a decibel measurement to establish a nighttime violation; the audibility standard is sufficient for enforcement.

During daytime hours (7 AM to 10 PM), noise complaints are evaluated under the broader nuisance and disturbance framework of the Municipal Code. While daytime noise is generally more tolerated, persistent or unreasonably loud noise that interferes with the comfortable enjoyment of residential property may still be cited as a public nuisance. Motorized landscape maintenance equipment, including leaf blowers, is prohibited in residential zones before 7 AM and after 7 PM.
