Quiet hours in Garden Grove, CA — also called the noise ordinance, nighttime noise rules, or residential quiet time — define the hours during which excessive noise is prohibited.
Garden Grove Municipal Code Chapter 8.47 restricts sound-producing devices in residential areas between 10 PM and 7 AM. Any noise exceeding the ambient base level by more than 5 dB at the property line is prima facie evidence of a violation.
Under GGMC Section 8.47.060, it is unlawful to operate radios, musical instruments, stereo equipment, televisions, or similar sound-producing devices between 10 PM and 7 AM in residential areas in a manner that disturbs persons of normal sensitivity. Section 8.47.050 establishes ambient base noise levels as the standard for determining violations. Noise exceeding the ambient base level by more than 5 dB at the property line constitutes prima facie evidence of a violation. All measurements use A-weighted decibels with fast needle response. Loading and unloading in commercial or industrial areas adjacent to residential zones is also prohibited during the 10 PM to 7 AM period.
Violations of Chapter 8.47 are misdemeanors under GGMC Section 1.08.010, punishable by fines up to $1,000 and/or up to six months in jail. Each day a violation continues constitutes a separate offense.
