007's blanket prohibition: it is unlawful for any person or property owner to make, continue, cause, or allow any loud, unreasonable, unusual, penetrating, or boisterous noise, disturbance, or commotion that annoys, disturbs, injures, or endangers the comfort, repose, health, peace, and quiet within the city. 010 then defines the enforceable violation more specifically: willfully making or continuing loud and unreasonable, unnecessary, or disturbing noise, including yelling, shouting, hooting, whistling, singing, playing music, or playing a musical instrument, that disturbs the peace, comfort, quiet, or repose of an area, or causes discomfort to a reasonable person of normal sensitivity, after a peace or code enforcement officer has already asked the person to stop.
