Newport Beach enforces abandoned vehicle regulations under the California Vehicle Code and Newport Beach Municipal Code Title 10. Any vehicle parked on a public street for more than 72 consecutive hours without being moved is considered abandoned and may be marked, cited, and towed. The Newport Beach Police Department and Parking Enforcement handle abandoned vehicle complaints on public streets. For private property, the city addresses inoperable or junk vehicles that are visible from public view under property maintenance and nuisance abatement provisions. Vehicles without current registration, vehicles on blocks, or vehicles in obvious states of disrepair stored in front yards or driveways visible from the street may be subject to code enforcement action. The city provides a 72-hour notice period before towing vehicles from public streets. Vehicles on private property that constitute a nuisance are handled through the code enforcement process with notice and opportunity to correct. Vehicle owners are responsible for towing and storage fees when vehicles are impounded.
