Newport Beach Zoning Code and Municipal Code restrict fencing materials in residential zoning districts. Barbed wire is prohibited on fences in residential zones and is only permitted in agricultural, industrial, or specific commercial zones where authorized. Razor wire and concertina wire are prohibited in all residential areas. Electrically charged fences are not permitted in residential zones. Chain link fencing may be prohibited or restricted in front yard areas of certain residential zoning districts to maintain neighborhood aesthetics. In planned communities and specific plan areas, additional material restrictions may apply as specified in the governing community documents. Temporary construction fencing is permitted during active building projects with valid permits. The Coastal Zone may impose additional aesthetic requirements for fencing materials visible from public view. Sound attenuation walls along major roadways may use specialized materials approved through the specific plan or development review process. Wrought iron, wood, vinyl, tubular steel, and masonry are generally acceptable materials for residential fences, subject to height and design requirements of the applicable zoning district.
