The Community Development Department at (949) 644-3200 may impose additional hour restrictions as conditions of building permits, particularly for major projects in noise-sensitive areas near the harbor, Balboa Peninsula, or Corona del Mar. Contractors must also comply with equipment noise limits. City inspectors and NBPD enforce construction hour violations.
Construction outside permitted hours is a code violation subject to administrative citations. Fines start at $100 for first offense and escalate with repeat violations. Stop-work orders may be issued. Chronic violations can result in permit revocation or conditions added to active permits.
