Newport Beach Zoning Code Title 20 establishes comprehensive fence regulations for residential and commercial properties. Fences must comply with height limits specific to their location on the property (front, side, or rear yard). At street intersections and driveway approaches, sight-distance visibility triangles require fences to be low enough for drivers and pedestrians to see approaching traffic, typically 3 feet or less within the triangle area. Fences must be maintained in good repair and not present a hazard to the public. Dilapidated, leaning, or damaged fences may be subject to code enforcement action. Fences may not encroach into the public right-of-way without an encroachment permit. In residential zones, the finished or decorative side of the fence should face outward. Chain link fencing may be restricted or prohibited in front yard areas of certain zoning districts. Hedges used as fences are subject to the same height limitations as constructed fences. Properties in the Coastal Zone and in specific planned community or specific plan areas may have additional fence requirements beyond the base zoning code standards.
