210, a permit-parking street does not take legal effect until the City Council adopts a resolution restricting parking to permit holders during specified hours of the day or night and the City posts signs announcing the restriction; without the signs, the restriction cannot be enforced. Once posted, parking there without authorization is unlawful, subject to two exemptions: a vehicle conspicuously displaying a guest permit in the left rear window, or a vehicle displaying a City-issued permit on the dashboard directly above the steering wheel. The City issues the resident or merchant permit free of charge on application to anyone owning or controlling property adjoining the restricted street, and additionally issues up to 10 guest parking permits per residence or business at no cost.

Permits run on a calendar-year cycle, valid January 1 through December 31, with the following year's permits issued every December.
