Costa Mesa does not have a standalone leaf blower ban or restriction. Leaf blower noise is regulated under the general noise control provisions of CMMC Chapter XIII. Leaf blowers may operate during the construction-permitted hours and must not exceed the exterior noise standards in Section 13-280 at the property line. Both gas-powered and electric leaf blowers are subject to the same noise standards. California AB 1346 (effective January 1, 2024) restricts the sale of new gas-powered small off-road engines including leaf blowers. Existing gas-powered blowers may still be used within Costa Mesa's noise standards. South Coast Air Quality Management District regulations may also apply to commercial landscaping operations.
