Leominster, MA Noise Ordinances: Leaf Blower Rules (2026)

Section 14-8(3)(a) is one of the time restrictions in Leominster's citywide noise ordinance. It prohibits generating any noise from an electric motor or internal combustion engine used in yard, garden or grounds maintenance work outside three windows: 7:00 a.m. to 8:00 p.m. on weekdays, 8:00 a.m. to 8:00 p.m. on Saturdays, and a narrower 1:00 p.m. to 5:00 p.m. window on Sundays. That covers gas and electric leaf blowers, mowers, trimmers and any similarly powered lawn or landscaping tool.

The restriction sits inside the broader ordinance the city adopted because, as Section 14-8 states, excessive and unnecessary noise is a significant hazard to the public health, welfare, safety, and the quality of life, and can cause hearing loss, sleep disturbance and distress. The Director of Public Health and every duly appointed police officer are authorized to enforce Section 14-8. A first violation carries a one-hundred-dollar fine, a second offense two hundred dollars, and a third or later offense three hundred dollars, with each day of noncompliance a separate violation; enforcement can proceed through the noncriminal disposition process under Massachusetts General Laws Chapter 40, Section 21D. Snow-clearing equipment and any emergency work done with the Building Inspector's or Public Works Director's written permission are exempt from the ordinance's time restrictions.
